In 2026, COC Nederland marks its 80th anniversary, a milestone that confirms its status as the world's oldest surviving LGBTQ+ rights organization. Its story, however, begins not with a protest, but with a password. Founded on December 7, 1946, it was initially known as the 'Shakespeare Club'—a discreet name chosen by the readers of the magazine Levensrecht to avoid scrutiny. In an era when homosexuality was still partially criminalized and socially condemned, secrecy was a tool for survival.

By 1949, the organization adopted another unassuming name: Cultuur- en Ontspanningscentrum (C.O.C.), or the 'Center for Culture and Leisure'. This rebranding allowed it to function as a social hub while quietly advocating for the community's rights, laying the groundwork for decades of activism to come.

Decades of Hard-Won Victories

The history of COC is intertwined with the legal and social progress of the LGBTQ+ community in the Netherlands. The organization played a central role in several key moments that reshaped Dutch society:

  • 1971: The End of Article 248bis. COC's persistent lobbying was instrumental in the abolition of this discriminatory law, which criminalized same-sex sexual contact for individuals under 21 while the age of consent for heterosexuals was 16. Its repeal marked the final decriminalization of homosexuality in the country.
  • 2001: Marriage Equality. On April 1, 2001, the Netherlands became the first country in the world to open civil marriage to same-sex couples. This historic achievement was the culmination of years of work by activists and organizations, with COC at the forefront of the political campaign.
  • Paarse Vrijdag (Purple Friday). What began sixteen years ago as an initiative by Nazmul Rahman and COC has become a national day of action. Now, on nearly 3,000 schools across the country, students and teachers wear purple to show solidarity with LGBTQ+ youth and advocate for safer, more inclusive educational environments.

The Fight Today: A Local and Global Effort

While the 80th anniversary is a moment for reflection, COC emphasizes that its work is far from complete. Recent statistics paint a concerning picture: in the last two years, reports of discrimination against LGBTQ+ people in the Netherlands have nearly doubled. Furthermore, LGBTQ+ youth remain disproportionately affected by bullying, facing it up to three times more often than their peers.

Today, COC operates as a federation of nineteen local associations, each addressing the specific needs of its regional community. Working with groups like Pan Africa ILGA and ILGA Asia, it has contributed to successful decriminalization campaigns in nations including Botswana, Bhutan, and the Seychelles, demonstrating a continued commitment to the global fight for human rights.
